About the Role
The Director of People and Organisational Development is responsible for all People related matters across GOAL, focused on driving change across the organisation through designing and implementing various people initiatives in line with our transformation strategy. As part of our Senior Management Team, you will report directly to the Chief Executive Officer and the role will be based in our HQ in Dun Laoghaire, Co Dublin.
The successful candidate will provide strategic vision, oversight, and guidance to GOAL's global People function, leading a team of 8 People professionals and a Global network of People professionals in 14 countries across Africa, the Middle East, and Latin America. You will also be responsible for a diverse range of projects including working at board level and working closely with the CEO to drive the People Agenda.
You will partner with the business, to strategically shape the future direction of GOAL to deliver the best possible performance outcomes at optimal cost and in the most efficient and effective way. This role will ideally suit an experienced human resources professional seeking a strategic position that involves directly influencing the direction of a global humanitarian organisation and its people agenda.
Key Responsibilities
- Partner with the organisation to evolve the People & Organisation Development strategy in line with organisational objectives.
- Facilitate the execution of the business strategy, developing a culture that drives excellence, high performance, diversity, and inclusivity.
- Lead the People & Organisation Development function, instilling accountability, ownership, and autonomy.
- Maintain a high-quality central HR function that uses technology, systems, and tools to provide metrics that inform key decisions.
- Lead the design and development of key people initiatives in the areas of DEI, People Development, Talent Management, Talent Acquisition, Performance Management, Succession Planning, Culture & Engagement and HR Operations.
- Build and maintain strong relationships with managers across the GOAL network, partnering effectively to provide a best-in-class service to our people.
- Provide expert input to organisation design and development initiatives underpinned by awareness of the organisational needs, people risks and succession planning.
- Coach business leaders on the application of HR tools and processes to ensure effective organisation design effectiveness, optimum employee performance, clear talent recruitment and development, improved employee engagement and the delivery of a robust employee experience.
- Drive a high-performance culture focusing on organisational capability, leadership and management development.
- Mentor, develop and support the existing HR team.
HR Leadership
- Ensure GOAL is represented at National and International forums and networks, keeping abreast of sector trends and is a key contributor to global discussions and initiatives.
- Take ownership for key organisation-wide projects as agreed with the CEO.
- Attend all Board meetings to report on progress against plans.
- Participate in organisational development, organisational strategic planning and income/ expenditure budget planning process
- Act in accordance with the mission, visions, and values of GOAL.
Workplace Integrity Framework

- Ensure GOAL’s values of Humanitarianism, Courage, Integrity, Respect, and Partnership are embedded across the organisation
- Lead the Risk Management process with respect to HR risk identification and mitigation activities at Organisation level, providing support to Countries as required.
- Ensure the highest level of compliance is maintained in all aspects of employment legislation and donor requirements in countries of operation.
Requirements (Person Specification)
The ideal candidate will be an experienced Human Resources professional with a strong HR background and a member of CIPD. Proven track record operating at a senior level and leading a function is essential, together with familiarity in working in a fast paced, dynamic and people centred environment.
What we're looking for:
- Previous Senior HR leadership experience across an international organisation, experience in an international Humanitarian organisation is an a advantage (but not essential)
- Strong knowledge of HR disciplines including DEI, Compensation & Benefits, Employee Relations, HR Systems, Performance Management, Talent Management, Organisational Effectiveness, Talent Acquisition and Talent Development.
- Proven track record in handling complexity, and high-risk situations in a multi-cultural environment.
- The ability to successfully manage change and transformation.
- Pragmatic and common-sense approach to problem solving.
- Ability to influence and build credibility at all levels and establish collaborative working relationships.
- Strong strategic and critical thinking skills.
- Ability to provide executive coaching, mentoring, and acting as an Executive HR Leader.
- Strong commercial acumen, be a trusted advisor to enable the organisation to shape & deliver its strategic plans.
Highly Desirable
- As an international organisation, language fluency is highly desirable, ideally French, Spanish, or Arabic.
**GOAL offers staff flexible working with our hybrid model, we require our HQ employees to work 2 days per week from our office in Dun Laoghaire, Dublin**
