Role:                  Vice President Finance, GOAL USA

Reports To:       Executive Director

Term:                 Fixed Term Contract 12 months (Part Time)

About Us:

GOAL USA is an affiliate member of the GOAL Global group, primarily focused on representation, partnership and relationship management within the US market. GOAL USA employs 12 staff and has an annual budget of approx. $2M supporting an overall US portfolio across the group of approx. $100M.  The finance team in GOAL USA currently consists of one full-time Finance Manager based in the DC area and one full-time Program Finance Manager based in Colombia. The role is included in the GOAL USA Senior Management Team.

**The VP Finance will provide strategic financial leadership for GOAL USA. The role is initially a fractional role based on 50% Full Time Equivalent (approx 2.5 days)**

Job Purpose
The VP Finance shall ensure robust financial management and senior management / board-level reporting. This engagement is structured to complement existing finance and executive teams, with a focus on high-impact deliverables and ad hoc responsiveness. The location can be remote with a preference for candidates based in DC, New York, Virgina, or Maryland with occasional travel to DC and NY for in person meetings.

Key Responsibilities

Board Meeting Financial Preparation  

  • Oversight of management accounts aligned to donor and board reporting standards
  • Oversight and presentation of annual and quarterly budgets, including variance analysis
  • Strategic input on financial positioning, risk exposure, and funding runway
  • Coordination with internal teams to ensure timely and accurate reporting packs
  • Attendance and presentation support for up to three board meetings (in person) per year and three Audit and Risk Committee meetings (online)

Financial Oversight and Advisory          

  • Review and refinement of financial policies and procedures
  • Review of donor cost modifications, budget realignments, and financial narratives
  • Guidance on intercompany allocations, restricted/unrestricted fund treatment, and cost recovery strategies
  • Oversight of cash flow forecasting and scenario planning
  • Liaison with external auditors and donor representatives as needed
  • Input into risk management process for continuity of GOAL USA funded program portfolio
  • Weekly meeting with GOAL Ireland finance team to ensure alignment on intercompany expenses / recharging and other inter-company financial matters.
  • Line management of GOAL USA fulltime Finance Manager

Ad Hoc Finance Support           

  • Responsive support for:
    • Grant budget development and donor submissions
    • Internal control enhancements
    • Financial modelling for new funding streams or program expansions
    • Advice on efficiencies within GOAL operations related to US Government funded awards
    • Review GOAL USA Cost Allocation Policy

Experience:

  • Senior Finance Expert, CPA certified with in-depth knowledge of US Government financial procedures relating to foreign aid.
  • Minimum 10 years' experience in senior role in financial management of US Foreign Aid programs.
  • Exceptional leadership and people management skills.
  • Excellent communication, negotiation, and relationship building Skills.
  • Strategic thinker with the ability to develop and execute plans to achieve ambitious goals.
  • Experience in a start-up or fast-paced growth environment is an advantage.

 

Key Terms

Reporting & Communication:

  • Weekly check-ins with Executive Director and provision of concise written summaries of key actions, risks, and recommendations, and availability for urgent financial queries or donor escalations.

Term & Flexibility:

  • Engagement term: 12 months
  • Hours: Estimated 58 hours/month, i.e. 50% Fulltime Equivalence with flexibility during peak periods
  • Location: Remote from the US with in-person attendance for board meetings in New York or strategic planning sessions in Washington DC.

Additional Expenses:

  • Out of pocket expenses for travel / per-diem etc. will be charged on a case by case basis in accordance with GOAL expense policy.
