Duties and Responsibilities:

Strengthening GOAL’s Capacity in Accountability to Communities

  • Provide technical support to the design and implementation of accountability programming along with their Community Feedback Mechanism (CFM), across GOAL’s strategic goals
  • Ensure updated standard operating procedures (SOPs), guidelines and tools are in place for countries on CFM with data protection at all levels.
  • Support establishing Community Feedback Mechanism (CFM) where GOAL enters a new country or location, including as part of an emergency response.
  • CFM Reporting: ensure quarterly strategic reporting of all countries and programmes is up to date and in line with deadlines and SOPs put in place by MEAL HQ
  • CFM Analysis: maintain and continue to improve data quality, data protection, efficiency and usefulness/learning.
  • Support the systematisation of CFM information sharing, response and learning across all GOAL programmes and at all stages of programme management including design process.
  • Support the capacity development of accountability to affected population (AAP) standards within GOAL’s partners in collaboration with the relevant GOAL functions.
  • Ensure collaboration and learning through leadership of the GOAL Focal Points of CFM and AAP related Working Group.
  • Work with Internal Audit and Safeguarding Advisor to review and strengthen accountability systems in audits.
  • Work closely with the Complaints Response Group (CRG) and Safe, Accountable and Inclusive Programming (SAIP) Working Group.
  • Attend and represent GOAL at agreed conferences and webinars
  • Lead, or support, as required GOAL’s work progressing towards Core Humanitarian Standards (CHS) certification, while maintaining GOAL’s relationship with CHS Alliance.
  • Support other MEAL related activities as assigned by the Head of MEAL including the coordination of MEAL data for quarterly management dashboard

Strengthening Learning in GOAL

  • Lead on the development of accountability related Learning Briefs (LBs) to document GOAL’s work, while supporting development of other topic related LBs.
  • Organise, host or support global webinars to showcase internally (and externally) GOAL’s accountability or MEAL related work.
  • Liaise with ALNAP, as requested, to ensure that GOAL’s work and learning are documented on the website and shared with the wider community.
  • Ensure all accountability related learning materials are included in GOAL’s Knowledge Bank MEAL4U and the Impact & Learning page on GOAL website.
  • Work with country programmes to maintain ‘CFM Learning Outcome Trackers’ (CLOT) that document learning and quality improvements emanating from feedback received through CFM and M&E activities.
  • Lead on commissioning of evaluations or research on accountability related topics, using GOAL’s Evaluation Toolkit and GOAL’s Research Guidelines
  • Work with relevant actors to develop ’Management Responses’ to evaluation and assessment findings, as well as developing a plan for same and documentation of process.
  • Support the Head of MEAL in the production of other MEAL related learning outputs, create presentations for managements, etc.

 

The Person

Essential Requirements:

  • Minimum 3 years of working experience with CFMs, AAP or related areas in international development and/or humanitarian settings
  • Master degree level on International Development and/or Humanitarian Assistance or equivalent
  • Excellent written, spoken and presentation skills in English
  • Working knowledge of business analytics software such as Power BI
  • Demonstrated understanding of data collection and analysis using quantitative and qualitative methods
  • Demonstrated can-do attitude, agility, highly adaptable, effective team player
  • Ability to travel in GOAL programme countries or conferences/meetings at short notice if required

Desired Requirements

  • Working knowledge of French and/or Spanish, Arabic
  • Experience with mobile data collection platforms such as CommCare
  • Published research on international development/humanitarian response related topics
