The Role

GOAL seeks a dynamic and highly experienced candidate for the Resilience Health Lead position for the USAID MOMENTUM Integrated Health Resilience (MIHR) Program, focused on MNCH/FP/RH service delivery in fragile settings. USAID MIHR will focus on: 1) providing targeted technical and capacity development assistance to USAID Missions, local organizations, and host country institutions to improve equitable delivery of evidence-based, quality MNCH/FP/RH services in fragile settings; and 2) contributing to global learning on strengthening MNCH/FP/RH service-delivery and resilience in fragile settings. As part of a consortium implementing MIHR, GOAL is specifically supporting preparedness and response for health emergencies and providing technical assistance and leadership on resilience.

Job Purpose

As a Senior Staff position, the Resilience Lead sits on the technical team and report to the MIHR Senior Technical Director and work closely with the MERL team as well as the technical teams at the home office and in-country. The Resilience Lead will support the Senior Technical Director to ensure the technical quality of the program and will closely monitor the progress towards meeting the goals and objectives of the project. The Resilience Lead will oversee Resilience advisors and other related technical advisors contracted by GOAL.

The position is full-time with the preferred location for this post to be Washington DC, where the consortium is based, however excellent candidates based in GOAL countries of operations will be considered.

Duties and Responsibilities:

Manage GOAL’s input to the MIHR program and coordinate with GOAL USA Vice President and GOAL’s Director for Programme Design and Innovation and other GOAL staff such as GOAL Desk officer, GOAL USA Operations Manager, GOAL Finance/Administration officers etc in relation to the delivery of GOAL’s scope of works. This will include resource planning, invoicing, any reporting that GOAL needs to make in relation to the project, escalate any relevant issues in relation to GOAL’s performance on the project to senior GOAL staff, provide regular updating on progress against GOAL’s scope of works, etc.

  • Support the Senior Technical Director to manage the strategic direction of the project activities in support of the goals and objectives, including determination of project priorities and technical assistance.
  • Provide technical support and continuous training to project technical team members on health resilience strategies and approaches.
  • Provide technical support to project technical team ensuring that health resilience is integrated within the overall project technical approaches and that appropriate implementation and measurement tools are applied.
  • Support disaster preparedness activities as needed, including community resilience and needs assessment, immediate mobilization of staff as well as rapid coordination with local humanitarian and emergency response actors, draw on the assessment to design a mobilization plan.
  • Provide technical support and/or leadership contributing to the Results and Intermediate Results (IRs) for complementary humanitarian coordination efforts.
  • Lead on the application of the project’s Resilient Health approach, including the application of Resilience for Systems (R4S) and Analysis of Resilience for Communities in Disaster-Health (ARC-D Health) tools, to measure health resilience at community and health systems level.
  • Design training curricula and conduct or support training and capacity building of local stakeholders (district officials, national MOH, local NGOs and communities) in emergency preparedness and response planning, continuity planning and to analyze risk scenarios (i.e. combinations of shocks and stresses) together with the health system stakeholders.
  • In coordination with MERL team, establish monitoring of resilient health indicators in selected countries and health resilience measurement guidance for the project.
  • Cultivate strategic relationships with USAID, team members, donors, private sector entities, government ministries, and other stakeholders relating to advancing the resilient health approach of the Momentum programme.
  • Collaborate closely and develop strong working relationships with other related U.S. Government initiatives and other implementing partners relating to advancing the resilient health approach of the MIHR program.
  • Create and foster a project reputation of quality and performance and promote country ownership of health systems strengthening strategies for delivery of evidence-based, quality MNCH/FP/RH services in fragile settings.
  • Act as a representative of GOAL and demonstrate the highest standards of behaviour towards children and vulnerable adults both in your private and professional lives.



  • Master's Degree or higher in public health, international development, or related field
  • At least 10 years of experience in the management or implementation of international development activities in/for low and middle-income countries (LMICs)
    • Of the above ten years, at least five of the years must have been while physically based in the country/region of implementation
  • Demonstrated experience operating within the global Health community on matters related to MNCH/FP/RH service delivery in fragile contexts, emergency health preparedness and response and building health system resilience.
  • Demonstrated technical expertise in at least two of the following areas: Improving MNCH/FP/RH practices at the individual, family, and community level; Increasing access to quality MNCH/FP/RH services; service coverage, and/or related areas of health system strengthening
  • Fluency in English (oral and written) communication required.
  • Ability to interact professionally in French is preferred, but not required.
