Job Purpose
The GOAL Global Surge Emergency Team (SET) is a roster of highly qualified humanitarian professionals who deploy on short notice to non-emergency and emergency contexts to support the GOAL’s mission. Members of the SET provide specialist support where talent is most needed for short-term deployments of up to three months.
GOAL is currently seeking experienced humanitarian professionals to join our SET team on a flexible employment basis, requiring members to be available for deployments 100 days of the year (with opportunities for additional deployments if incumbent is interested). Ideally you will be based in One of GOALS 14 Countries of Operation (See list below)
We currently have a requirement for Emergency Response Programme Directors to join our roster. You’ll lead all programs implemented in the country program in which GOAL operates. As part of GOAL’s Emergency Response Unit (ERU) led by the Humanitarian Director. The ERU provides overall leadership and guidance to increase GOAL’s capacity to respond to rapid onset disasters and support with the ongoing complex emergencies and fragile settings.
The primary function is to provide strategic support to GOAL’s emergency programming and SET capacity to crisis responses in new and existing GOAL country programmes. You may also function as Programme Director cover in the initial stages (up to 3 Months) of an emergency response. This role will also provide Programs Director cover in non-emergency GOAL countries as requested for up to 3 months. This position is deployable on short notice 24-72 hours.
The Person
Proven Experience at Country Director level and/or as part of a Senior Management Team in a humanitarian assistance programme.
Experience in directly managing multi-sector programmes across multiple grants.
Ability to engage with national level government line ministries and donor agencies
Notable experience of deploying in response to sudden onset emergencies, including in a programme lead role.
Background supporting strategic programme development including successful proposal development for a wide array of humanitarian donors.
Experience in developing security protocols and in contingency planning.
Budgetary and financial management skills.
