Background In recent years, Goal Sudan (GS), has successfully advocated for the integration of the Nutrition Impact and Positive Practice (NIPP) approach into Sudan national protocol for the management of Moderate Acute Malnutrition (MAM). Motivated by this success, GS works, in collaboration with the Federal Ministry of Health (FMoH), to be the lead organisation serving as a technical resource for building capacity and providing technical programming support on the NIPP approach, therefore supporting its scale-up across Sudan. The general idea is to build a NIPP Technical and Advisory Service (NTAS) which would be based in GOSL Sudan but would work under the lead of the FMoH. The objective of NTAS would be to provide technical assistance to the FMoH and interested organisations on the coordination, implementation and monitoring of the NIPP approach across Sudan.GOAL will therefore support the FMoH to develop a national NIPP toolkit including guidelines, training materials and monitoring tools; establish NTAS; build the capacity of key F/SMoH staff and interested organisations on this approach; ensure NIPP is included in key national nutrition policies, strategies, and plans; and finally ensure that quality NIPP services are scaled up in Sudan.
While the roadmap for supporting the scale up of the NIPP approach across Sudan and the main activities leading to the setup of NTAS have been identified and the NTAS itself has been set up and running currently – still continued leadership and assistance is needed from the NTAS Coordinator to concretize this initiative and its integration into the FMoH System. To assist the initiative mentioned above, GOAL Sudan will hire a Nutrition Programmes Coordinator, or NIPP Technical and Adviser Service Coordinator, to work closely with GOAL Nutrition Coordinator and the FMoH, Strengthening the effectiveness of NTAS, and supporting the ongoing NIPP scale up effort in new states.
- Lead the NTAS team in defining, documenting and communicating the NTAS strategy and work plan for a 12 months’ period;
- Along with the Secondee from FMoH - Coordinate and lead the NTAS functions and manage its staffing, resourcing and ensure that it operate effectively during this advisory/contract period;
- In collaboration with the head of Programmes - to identify the most appropriate business model to ensure the function of the NTAS is sustainable.
- Provide technical oversight to ensure standards and high-level quality across NIPP interventions within GOAL Sudan country Program.
Activities and Tasks
The key tasks of the NIPP advisor are presented below:
- Together with Federal Ministry of Health, to develop, document and communicate the NTAS strategy, mission and services in Sudan to all relevant stakeholders/partners: UN, INGOs, Ministries (at National and State Level); NGOs, and in country donors;
- To develop a detailed activity/work plan for NTAS;
- To devise, alongside FMoH, a detailed strategy for scaling-up the NIPP approach across Sudan through NTAS operationalisation through multiple stakeholders, including the resource needs and taking into account the national context;
- To support NTAS to provide technical backstopping support to national NGOs, the FMoH and SMoH on NIPP implementation, while ensuring that GOAL compliance and grant management processes are followed;
- As part of the role of NTAS, conduct high quality training and coaching to state/district MoH staff and NGOs staff including leading on the development of a complete training toolkit. NIPP trainings are to be organized and conducted at national and state levels as per set plans;
- Lead the development of NIPP resources for onward sharing with relevant partners;
- To ensure a harmonised NIPP approach is maintained through dissemination of national guidelines & toolkits
- To coordinate NIPP activities across partners;
- To lead on the collection-analysis-dissemination of NIPP data and ensure as much as possible integration within the MoH health information system;
- To strengthen buy-in of key stakeholders at local & national levels through dissemination of evidence/research, lessons learned, success stories and best practices;
- To advocate for increased financial resources for preventative nutrition programming and in particular the NIPP approach. And work with the ACDP and the nutrition team to develop concept note and proposal to scale-up NIPP and sustain NTAS services/initiatives;
- Provide strategic, technical and operational support to ensure quality of NIPP interventions across the states within GOAL Sudan Country Program
- Master’s degree in nutrition, public health, health sciences, or other related field;
- A minimum of five years of experience in nutrition programming, including at least two years in a senior project management role;
- Demonstrated leadership experience with strategic vision and proven skills in managing complex relationships between different stakeholders: a capacity to work with diplomacy, assessing political and operational contexts based on a sound understanding of power relations and experience of institutional dynamics, in order to establish strategy, grasp opportunities and to ensure NTAS operate effectively
- Strengthening partnerships: an ability to build relationships with key stakeholders including the FMoH, SMoH, national NGOs, etc.
- Dealing with bilateral and multilateral funding sources: a capacity to deal with both bilateral and multilateral donors, technically supporting the processes from fundraising until the finalisation of the grant proposal
- Significant experience at a managerial level in an international environment with a proven record of managing and motivating diverse teams in complex political environments
- Highly developed writing skills
- Demonstrated capacity in delivering high quality training
- Field experience in multi-sector development or nutrition programmes and policies is an asset
- Good understanding of the national context and of the F/SMoH structure is an asset
- Fluency in oral and written English is required. Knowledge of Arabic is highly desired.
- Familiar with and sensitive to the local culture.
