About the role
GOAL is hiring for a Global Programme Operations Officer (GPOO) to join our HQ team in Dublin. Reporting to the Director of International Programme Operations, you’ll be responsible for coordinating the HQ Programme Operations Department, providing support to the Director of Programme Operations and Global Desk Team and leading key operational processes.

This is a fantastic opportunity for a humanitarian professional with strong coordination skills, a background in international NGOs, and a passion for data-driven decision-making. Based in our HQ in Dun Laoghaire, Co Dublin (**Please note we operate a flexible hybrid working policy and require our employees to attend the office 2 days per week**)

Key Responsibilities:

  • Provide high-level coordination and administrative support to the Director of Programme Operations and the wider HQ Operations team.
  • Support global desk teams and regional directors with operational processes, donor coordination, and digital solutions.
  • Lead and manage key HQ operational processes including project reviews, risk registers, dashboards, and donor due diligence.
  • Coordinate internal communications, global events, and strategic projects across GOAL’s international programmes.
  • Maintain and improve digital tools, SharePoint sites, and data systems to enhance operational efficiency.

What We’re Looking For:

  • Previous experience in a similar HQ-based coordination role within an INGO.
  • Strong understanding of donor requirements (e.g., USAID, ECHO, Irish Aid, FCDO, UN agencies)
  • Demonstrated knowledge and Understanding of Portfolio & Data Management to include proposal, report writing and appraisal, managing grant database.
  • Excellent data analysis and digital tool skills (e.g., Excel, Power BI, SharePoint).
  • Strong interpersonal, communication, and problem-solving skills.
  • Fluency in English is essential; additional languages (French, Spanish, Arabic) are a plus.
  • PMD-Pro or equivalent project management certification preferred.

**GOAL offers staff flexible working with our hybrid model, we require our HQ employees to work 2 days per week from our office in Dun Laoghaire, Dublin**
