Sudan

GOAL has been responding to humanitarian and development needs in Sudan since 1985. Operating in North Darfur, South Kordofan and White Nile State, our team support conflict-affected populations through integrated programmes in nutrition, health, WASH, food security and livelihoods - with women’s empowerment and protection mainstreamed throughout. Delivered by a team of 224 people, we are committed to meeting humanitarian needs whilst also investing in longer-term community development.

Multipurpose Cash Transfer & Livelihoods

GOAL supports both preventative and curative care through integrated programmes, while bringing sustainable improvements to communities and the health system.

In 2025-2026, GOAL implements an integrated emergency lifesaving response for populations in IPC4 and 5 affected by conflict, acute food insecurity and displacement reaching over 450,000 individuals from IDP and host communities with limited access to health and nutrition services. In North Darfur, GOAL remains the sole INGO providing integrated humanitarian aid in Kutum and Al Waha, supporting 17 health facilities and a stabilization center.

In SK, GOAL implements integrated health, nutrition, WASH, and cash programs in Talodi, Gedeer, Habila, Rashad, Abukarshola, Abujubeiha, and Dilling. Programs target IDPs, returnees, and conflict-affected communities. In collaboration with the State Ministry of Health, GOAL supports 29 health facilities, improving infrastructure and promoting social and behavior change for better health outcomes.

While prioritizing life-saving integrated programming, GOAL also aims to achieve sustained improvements in healthcare services and health outcomes through a health system strengthening (HSS) approach. Our current HSS program, which builds on a successful pilot initiative in North Darfur, is being implemented in  North Darfur, South Kordofan and White Nile states. This program targets 16 PHC facilities, eight rural hospitals, and seven locality health departments, aiming to benefit over 1.3 million individuals.

Case identification, nutrition screening and care

GOAL provide integrated nutrition services in over 36 Outpatient Therapeutic Program (OTP) in both North Darfur and South Kordofan. OTP services are integrated within PHC facilities and complemented by nutrition education and the treatment and prevention of moderate acute malnutrition for children under 5 and pregnant and lactating women (PLWs).

For women and girls, GOAL intervention prioritizes overcoming barriers to nutrition services and increasing access, especially in areas of high displacement.

Additionally, GOAL work to strengthen the link between food security and nutrition by targeting households with SAM children and high-risk malnutrition for activities such as seeds and tools fairs and multipurpose cash assistance (MPCA).

Food production and business skills

As an active member of the Cash Consortium of Sudan (CCS), GOAL is providing life-saving cash assistance in some of the most vulnerable areas of North Darfur by delivering Multi Purpose Cash Assistance (MPCA) to approx. 1800 households (approx. 9000 individuals) across Kutum Town and Kassab Camp in Kutum locality, and Alwaha locality, as well as other areas in North Darfur where there are gaps and needs are high.

In light of recent events in ND and SK GOAL is planning to expand the support to local communities affected by high level of food insecurity and other humanitarian needs by providing cash and any other adapted modalities to support vulnerable families.

GOAL is also supporting a significant number of Group Cash Transfers (GCTs), locally led structure that address the immediate survival and recovering needs of crisis affected populations. This approach shifts decision making power to the local groups fostering a locally led response and placing communities at the center of action.

In relation to livelihoods, GOAL work to increase economic opportunities for women, including SGBV survivors and those at risk, to build independence and reduce vulnerabilities. This is mainly done through the Village Savings and Loan Association (VSLA) approach together with small income generation activity (IGA) support.

Key Achievements in 2025

  • Families in North Darfur are meeting their most urgent needs with dignity. Eighty-six percent of households that received cash support report being able to prioritise essentials such as food, health care, and shelter.
  • People in North Darfur and South Kordofan continue to access routine health consultations. With GOAL support, primary health care remained available for about 136,000 people in South Kordofan and about 74,000 in North Darfur, despite displacement and insecurity.
  • Care is more reliable for mothers and young children. Nearly 150,000 people, including about 54,000 children under five, now reach services through facilities strengthened by our locally led health system programme.
  • Group Cash Transfers supported community food kitchens reaching 18,000 people in 10 days in Tawila following the significant displacement affecting these areas following the recent even in North Darfur.
