General Description of the Programme/GOAL

Established in 1977, GOAL is an international humanitarian agency dedicated to alleviating the suffering of the poor and the vulnerable and is currently operating in 14 countries world-wide. GOAL delivers a wide range of humanitarian and development programmes, ranging from humanitarian relief in disaster situations to supporting the development of healthcare services and building sustainable livelihoods. Since its foundation, GOAL has allocated more than €910 million to programmes in over 60 countries. 

GOAL has an annual budget of approximately €200 million and is supported by a range of donors including the Irish Government, UK Government, USAID, the European Union, individuals, trusts and foundations. Informed by its track record over the last 40 years, GOAL remains committed to responding to humanitarian crises and tackling extreme poverty around the world.  

Job Purpose

The Senior Procurement Officer (HQ) is responsible for the planning and delivery of procurement services for the HQ team. The function manages all procurement in accordance with GOAL procurement policies and procedures working closely with requestors to ensure the highest value for money through the fairest and most transparent practices possible. The function provides direct line management to the Procurement Officer (HQ).

Duties and responsibilities

Responsibility 1: Procurement Services

  • Support department managers in procurement planning and developing appropriate procurement strategies.
  • Develop and maintain consolidated procurement plan for all HQ managed procurements.
  • Identify and implement effective procurement strategies to meet business needs.
  • Manage procurement processes in accordance with procedures including high value procurements.
  • Manage workloads and deliver procurement services within lead times.
  • Ensure training of contract managers on responsibilities.
  • Manage supplier relationships with contracted and pre-qualified suppliers.
  • Provide contract management for logistics contracts and framework agreements.

Responsibility 2: Training and Representation

  • Provide training on procurement processes for all new HQ staff.
  • Ensure access to guidance and training materials on procurement processes for all HQ staff.
  • Targeted refresher trainings and engagement sessions.
  • Provide guidance materials on the use of any globally contracted framework agreements.
  • Liaise with other departments, including the safeguarding team, to ensure appropriate training for suppliers on GOAL contracting requirements.

Responsibility 3: Line Management

  • Management of the HQ Procurement Officer in accordance with GOAL policies.

Requirements (Person Specification)

Essential

  • CIPS or equivalent procurement/relevant business-related qualification.
  • 5+ years-experience in managing procurement services including open advert procurement processes.
  • Proven administrative skills and the ability to work to deadlines.
  • Good analytical skills and overall strong computer skills across MS Office 365 suite.
  • Fluent in English.

Desirable

  • Knowledge of the Irish markets and procurement legislation
  • Experience of conducting global tenders for procurements of values greater than €300,000
  • Experience of buying technology services
  • Work experience in the INGO, third sector or public procurement sectors
  • Familiarity with PowerBi for data analytics
