Grants and Proposal Coordinator-GOAL Niger

General Description of the Programme/GOAL

Established in 1977, GOAL is an international humanitarian agency, with a team of 2,400 personnel, dedicated to alleviating the needs of the most vulnerable communities. Currently operating in 13 of the world’s most vulnerable countries, GOAL delivers a wide range of humanitarian and development programmes, ranging from humanitarian relief in disaster situations, to focusing on nutrition, food security, and building greater resilience and sustainable livelihoods.

GOAL has been present in Niger since 2005 mainly responding to the food crises and humanitarian needs of the most vulnerable communities. GOAL Niger has continuously supported the population of Mirriah, Goure, Matamaye, Magaria and Kantache, districts in Zinder Region. Over the years activities have ranged across various sectors of community-based programmes in Nutrition, Agriculture, Food Security, Livelihoods, Environmental management, rehabilitation of schools and WASH (Water, Sanitation and Hygiene). Since 2019, GOAL has extended its malnutrition prevention activities in the Tillabery region, specifically the districts of and Ouallam.

GOAL is scaling up and expanding its programme in Niger and is looking for a highly competent and committed individual to be an integral part of the GOAL team in Niger. Initial contract for 12 months.

Job Purpose

The Grants and Proposal Coordinator Services Coordinator works directly under the CD supervision and in collaboration with the Programmes Director, the Systems Director, the Area Coordinators and the technical Programme Coordinators to deliver our existing portfolio of interventions and to take a central role in the development of new proposals and applications. The position is based in Niamey with visits to field sites, when possible, within GOALs Safety and Security Framework.

Duties and responsibilities

Donor Proposals and Reports

  • Coordinate the development of quality donor proposals, facilitating input from the programme coordinators, field teams, finance, HR, logistics and other relevant departments.
  • Coordinate the development and timely submission of donor reports, programme reports to Dublin, Cluster reports and other reports or updates as needed.
  • Provide a monthly update on the status of all grants under his/her remit including the provision of proposals and reports to field and management teams.
  • Coordinate grant management meetings (grant opening, midterm review and closing) including scheduling, documentation provision, recording and dissemination of action points and minutes to the management and field teams.

Programme Support

  •  In collaboration with the different Programmes Coordinators, the Programme Support Officer (PSO), and Monitoring, Evaluation, Accountability and Learning Coordinator (MEAL Co), support the mainstreaming of safeguarding, gender, the environment, and Child Protection in their relevant sectors
  • ·Support the Head of Programmes in strategy and programme development
  • Provide quarterly analysis of programme output in their relevant sector by site and county to Technical Coordinators and the MEAL team
  • Work with Programmes Coordinator (s) and relevant technical coordinators to develop mechanisms for improved integration between different sectors and develop indicators to monitor same.
  • Update and monitor programme tracking tools, implementation plans etc.

Information Management

  •  Maintain and update proposal and reporting calendar ensuring all concerned are aware of the reporting schedule and their specific roles
  • Maintain all grant related material in the programmes folder according to their grant portfolio including proposals, reports, donor correspondence, and grant management meeting minutes, activity and procurement plans and other relevant documents/files.
  • Coordinate the development/update of programme overviews/presentations, success stories, etc.

Business Development and Partnerships:

  • Develop and regularly update a database of current and prospect donors
  • Know where and know how to find prospect donors (websites, Portals, Networks etc.)
  •  Participate in Clusters and Humanitarian forums as appropriate or requested by PD/ CD
  • Develop and maintain good/ attractive relationships with partners.
  • Support the Head of Programmes and the Country Director in monitoring, adapting, and implementing funding strategy action points.
  • Attend appropriate representation meetings when requests, particularly Cluster meetings.
  • Act as a focal point for key donors when requested by PD/CD
  • Support the preparation of materials for positioning the organisation with donors (capacity statements, presentations etc.)

Requirements (Person Specification)

Essential

  •  At least 2 years’ experience in a similar role in an International NGO/International Organisations or a comparative amount of experience in private sector in proposal development; narrative writing etc. managing Operations (including Logistics, Procurement, IT and Security) in an International NGO or International Organisation.
  • Evidence based understanding of international development & development issues and Humanitarian Nexus
  • Excellent spoken and written English and French. The day-to-day language of the office and programme is French. The proposal language is English. Fluency particularly in written English is required and will be tested.
  • 2 years’ experience in working in insecure country environments.
  •  Ability to write convincingly and succinctly.
  • Good verbal reasoning and logical thinking.
  •  Technical knowledge regarding programme design.

Desirable

  • Demonstrated experience in writing proposals for institutional donors including ECHO, USAID; BHA; BPRM; UN agencies
  • Good basic knowledge of IT systems and networks
