Role Overview
The Global Cash Advisor provides technical and strategic leadership on Cash and Voucher Assistance (CVA) across GOAL's Country Offices. GOAL's CVA strategy focuses on three core commitments: scaling up CVA, systematising quality, and developing organisational capacity in CVA connected with health programming.
Sitting within GOAL's Global Programme Technical Team, the successful candidate will ensure the technical quality of the CVA programme design and implementation. You will identify, test and scale responsible digital innovations that strengthen CVA quality, accountability, efficiency, risk management and learning across country programmes.

Responsibilities
Technical Advice, Surge & Programme Support
- Provide technical support and mentoring to country programme teams on CVA across the programme cycle.
- Support the Emergency Response team to integrate CVA into preparedness planning and emergency responses.
- Work with Technical Advisors across sectors to identify and opportunities for CVA to improve programme processes and outcomes.
- Collaborate with HQ Supply Chain and country teams to strengthen tools/guidance for engaging and managing financial service providers and vendors.
- Participate in recruitment/technical assessment of relevant roles.
Digital Innovation, AI & CVA Readiness
- Identify how digital technology can accelerate GOAL’s CVA readiness, scale, quality, accountability and risk management.
- Identify, assess and prioritise practical digital/AI use-cases and solutions relevant to CVA.
- Support programme leads and country teams to design pilots.
- Provide support to enable adoption of tools/workflows during pilots.
- Ensure learning from pilots is captured and translated into practical improvements.
Strategy, Quality Systems & Portfolio Oversight
- Drive awareness and adoption of GOAL’s CVA strategy across the organisation and with relevant external stakeholders.
- Support country offices to develop and maintain CVA SOPs, CVA risk matrices, and appropriate approaches to multi-year FSP agreements.
- Maintain/oversee systems to track GOAL’s CVA portfolio and progress against strategy.
Monitoring, Evaluation, Evidence & Learning
- Lead/coordinate organisational learning and knowledge management for CVA.
- Document and share CVA evidence and learning products to strengthen programme quality.
Resource Mobilisation & Project Quality Assurance
- Support opportunity scoping with CVA modality/feasibility inputs for new funding opportunities.
- Provide technical review of CVA components in concepts and proposals.
- Support country teams and fundraising/business development colleagues to position GOAL’s CVA capacity to donors.
External Representation, Partnerships & Advocacy
- Represent GOAL at global and regional cash fora, including as focal point for CaLP membership.
- Build and maintain collaborative partnerships with donors, local authorities, UN agencies, peer agencies and other stakeholders relevant to CVA.
- Monitor and contribute to emerging CVA policy trends.
- Support the Global Citizenship team to incorporate CVA into their work.
Essential Requirements
- Proven experience with CVA programming in various overseas country programmes.
- Demonstrated experience with needs and market assessments, and response analysis frameworks.
- Demonstrated ability developing research and learning products related to CVA.
- Knowledge of designing policies, tools, templates, SOPs and guidelines to support programme operations.
- Proven record in strategic planning and project management in the humanitarian sector.
- Understanding of gender, age, and disability sensitive CVA approaches and best practices.
- Experience working with international agencies/donors.
- Ability and willingness to travel (20%) to challenging environments.
Desirable
- Fluency in French, Spanish, and/or Arabic
- Experience developing training materials and delivering capacity building to diverse stakeholders.
- Experience delivering humanitarian responses in partnership with local/national organisations.
- Experience with digital data collection software (CommCare, SurveyCTO, Kobo, etc.)
- Knowledge of AI applications and emerging technologies for cash-based programming.
*GOAL offers staff flexible working with our hybrid model, we require our HQ employees to work 2 days per week from our office in Dun Laoghaire, Dublin. If you are based in the UK, the role will be fully remote. **
