Job Purpose
Reporting to the Senior Procurement officer, the Procurement Assistant (HQ) is responsible for supporting the logistics & procurement services for GOAL Headquarters team (based in Dun Laoghaire, Co Dublin) . The function manages all procurement in accordance with GOAL procurement policies and procedures working closely with requestors to ensure the highest value for money through the fairest and most transparent practices possible. This role would ideally suit those looking to start their career within procurement/supply chain and those looking to work with a mission driven humanitarian organisation.

**GOAL offers staff flexible working with our hybrid model, we require our HQ employees to work 2 days per week from our office in Dun Laoghaire, Dublin**

Key responsibilities

Procurement Services

  • Receive and process procurements in accordance with GOAL policies and procedures.
  • Maintain up to date records and service delivery trackers.
  • Plan procurement services in line with requestor department procurement plans.
  • Monitor service delivery and make recommendations for process improvements.
  • Manage the HQ supplier management database in coordination with finance
  • Appropriately escalate issues and request support as required to ensure on time delivery
  • Ensure that ATSCs for suppliers are performed/renewed as per GOAL policy;
  • Ensure that all procurement procedures are effectively followed in compliance with the GOAL Procurement Manual and relevant donor requirements;
  • Implement improved systems and procedures for procurement as agreed with the Senior Procurement Officer where needed;

Order Management & Reporting:

  • Communicate to the Senior Procurement Officer and Requestors on any expected delays in procurement processes; and follow up pending approvals to avoid administrative delays.

Finance & Procurement:

  • Check payment files sent to the finance department are complete, correct and have the relevant signatures before they are submitted to finance department for payment

Key Performance Objectives

  • Complete procurements within Leadtime targets to achieve On-Time Delivery
  • Complete filing of all records as per GOAL information management standards.

Requirements 
Proven administrative skills and the ability to work to deadlines.
Strong analytical skills and overall strong computer skills across MS Office 365 suite.
Procurement or business-related qualification.
Some Previous work experience in procurement services is ideal (bit not essential)

Desirable
Work experience in the INGO, third sector or public procurement sectors
Familiarity with PowerApps
Familiarity with PowerBi for data analytics
