General Description of the Programme

GOAL is an international humanitarian agency established in 1977 and currently operational in 12 countries world-wide. GOAL has an annual budget of approximately EUR130 million and is supported by a range of donors including the Irish Government, UK Government, USAID and the European Union.

Overview of the role

The primary function of the Global Logistics Advisor is to provide support, training and mentoring for the in-country logistics teams on GOAL logistics procedures and update HQ Logistics (Dublin) on operational requirements across all functions in the country programmes. S/he may also take up an active logistics field role in the initial phase of a GOAL emergency response. The post holder is expected to travel to GOAL country programmes up to 80% of their working time. This is a 12 month home-based position. This role reports to the Logistics and Procurement Manager.

Main responsibilities

Field support

  • Undertake field visits to assess the capacity of country Logistics & Procurement teams
  • Provide technical support/advice on the organisational structure of country Logistics & Procurement teams on an ongoing basis and in advance of major new grants;
  • Deliver training and development programmes tailored to country specific requirements:
  • Following capacity assessments;
  • In response to high risk issues identified by the Internal Audit team;
  • To ensure adherence to GOAL and donor logistics & procurement processes and procedures;
  • Provide surge support to country logistics & procurement operations during critical periods to ensure programme objectives are met;
  • Take up a senior field logistics & procurement role in the initial phase of an emergency response and lead on the initial set-up of the emergency logistics & procurement function and establish appropriate systems, structures, supply chain etc;
  • Identify individuals within the organisation for future development.

HQ support

  • Advise on operational challenges arising from the GOAL Logistics & Procurement manuals and suggest policy revisions;
  • Support on the HQ Logistics & Procurement and HR departments on the recruitment, inductions, training and debriefing of international staff.
  • Build relationships with other NGOs and private sector actors and keep Logistics & Procurement Manager updated on issues that may impact GOAL operationally or strategically.
  • Develop strong relationships across different functions (programmes, finance, audit, compliance etc.) and with country Logistics & Procurement teams.
  • Contribute to discussions on GOAL’s strategic direction and how the logistics & procurement function needs to evolve to support this;
  • Work on specific projects assigned by the Logistics & Procurement Manager;
  • Undertake other tasks related to GOAL’s activities as requested.

Requirements (Person Specification)

Essential

  • 7-10 years’ experience working in senior logistics roles with an NGO in a humanitarian context;
  • Proven management ability to lead, motivate and develop staff;
  • Excellent understanding of humanitarian logistics systems including procurement, stores, fleet and asset management;
  • Appropriate skills and experience in the capacity building and training of national staff and partners;
  • Ability to work under pressure to pursue multiple tasks simultaneously to successful conclusions;
  • Willingness to travel at short notice and for long periods of time;
  • Strong computer skills in Microsoft packages, including Excel, Word, and Outlook;
  • Excellent report writing skills;
  • Working knowledge of one additional UN official language

Desirable

  • Qualification in Logistics/Supply Chain Management;
